What happened first, did Satan fall before Adam and eve was created or did Satan fall after they were created??

Yes Satan was the original ruler of the earth. He rebelled and took 1/3 of the angels with him as Bob Ryan said. Man was created to take Satan's place as the ruler over the earth, but was disqualified through sinning as a result of Satan's temptation.
Our purpose is to rule and reign over the earth, because God has not changed His mind in regard to our original purpose. Mankind was not capable of ruling after the fall as originally intended by God, so Christ came to earth fully human to qualify so that we as humans could be associated with Him and His rulership and thereby fulfilling our original purpose.

I don't find any text saying man was "created to take Satan's place".
Nor do I find any text saying that before Adam fell "Satan owned the earth".
But I do agree that in Dan 7 we see Christ given dominion over the earth and then it is that the Saints inherit that kingdom.

Bob unfortunately you seem to be like many Christians today that if it doesn't just jump off the page and slap you in the face it's not there. No there is no Scripture that directly says that, just as there is no Scripture that says Trinity either.
But it is a spiritual Truth that just as when comparing Scripture with Scripture reveals the Trinity, when comparing Scripture with Scripture it reveals the Truth that Satan is the current ruler of this world and has been since appointed by God, and man was created in his stead to rule in his place.
That's why he tempted them in the garden, because he knew what they were here for and he was trying to hold on to what is his. That's why he has tried to destroy the nation of Israel ever since it was created by God, because Israel is to one day be the head of the nations where blessings will flow to the Gentile nations. That's why he tempted Christ and ultimately tried to have Him killed.
Satan is trying to hold on to the reigns as long as he can, but it won't work. One day he will be removed from power and Christ will reign with His co-heirs.
The Bible is like gold. You have to mine It's depths for the treasures, because they aren't always laying on the surface!
