The Tokyo FD, at the time of the late March 1945 firebombing raids ordered by Gen. LeMay, was steeped in ritual and custom. Each company had a standard bearer who, at the scene of a large fire, would often leap into the flames. They often chanted religious poems & songs instead of hurriedly fighting the fire, & then, after extinguishing a portion of it, would stop spraying it to chant & sing s'more. Their efforts were usually more of a ritual than timely, effective firefighting. This was especially true during & after each firebombing raid.

Thus, the fires spread more than they would have had effective firefighting been used, & casualties were greater accordingly, especially when poor firefighting allowed the flames of the first raid to become a firestorm, impossible to extinguish til it burned itself out.
