Was there an ongoing investigation into Russian meddling in our elections that was roiling our government when Obama congratulated Putin?
Did Obama's National Security Advisor send him a memo imploring him: DO NOT CONGRATULATE PUTIN ON HIS ELECTION VICTORY. And did Obama ignore that instruction and do it anyway?
