I remember John Tower was rejected as Bush Sr's. defense secretary and that was in March 1989. So I'm going to guess it was Dick Cheney on March 17, 1989.

Heh, so now I'm looking those other names up - Locke (and I do remember him now, glad he was gone at the time) was nominated on Feb. 25th that year - took roughly a month, Cheney was second-choice as you say, but wasn't the problem with Towers was that he was a booze hound? And Reno was some other replacement nominee after not one, but two, other nominees both went down for hiring illegals?

Trump isn't exactly noted for his patience, btw.
