Coalition strikes on Libyan military targets continued for a third night Monday, as the Pentagon sounded an upbeat note on the success of the mission so far, though it still may not be enough for rebels to gain the upper hand against Libyan leader Muammar Qaddafi.

I thought the reason for the shelling and the no-fly zone and all that jazz from the UN and the US is to protect civilians ? The headline seems to suggest it was to aid rebels (are they civilians) in toppling the ruling and internationally recognized leader.
Besides, in a conflict like this where the rebels are "embedded" into the civilian population, how do you "protect civilians" without necessarily aiding a revolt ?
