I have never heard anyone comment on this, ever, in church or otherwise. Does it mean exactly what it seems to? Kind of like giving thanks in all circumstances? Praising God for your broken down heap of a car when you the repairs cost more than the car itself, for example? (a nice safe example to use)

Heb. 13:10-16 - We have an altar from which those who serve the tent have no right to eat. For the bodies of those animals whose blood is brought into the holy places by the high priest as a sacrifice for sin are burned outside the camp. So Jesus also suffered outside the gate in order to sanctify the people through his own blood. Therefore let us go to him outside the camp and bear the reproach he endured. For here we have no lasting city, but we seek the city that is to come. Through him then let us continually offer up a sacrifice of praise to God, that is, the fruit of lips that acknowledge his name. Do not neglect to do good and to share what you have, for such sacrifices are pleasing to God.

I think your example is a good one.

Could it be that the answer is in the text?
"the fruit of lips that acknowledge His Name". Knowing His Name is knowing Him, His heart, His Majesty, His Glory, His Perfection, His Infiniteness, His Righteousness, His Judgment, His Beauty. Does thanks and praise always have to be "for" something? What if it's just because He IS? :D

Part of "walking by faith" is praising God regardless of the circumstances.

and rather than "spending" those praises on ourselves, we offer them up to God. A sacrifice is anything we offer to God.

Praising God in hard times is just that: hard. But we're commanded to, and I've found in my life that it often lifts my spirits as well!

Rejoice in the Lord always, and again I say, rejoice!

I'm gonna be a daddy! Pray for us, it's our first!

Sometimes I like to praise God for being God. I like to praise God for revealing Himself to us, for without His revelation we would have no knowledge of Him. I like to praise God for His being all sufficient. I like to ask Him to accept my praise in the name of His son Jesus. I like to thank God for the peace and rest that he affords me; in the knowledge of my salvation.

We as Christians are to praise God in all circumstances, but most certainly not for all circumstances because God is not the cause of all circumstances. For example, if your teenager rebels against both you and God, you should not praise God for that rebellion because God was not the cause of the rebellion.

Yes, because God brought this tribulation your way. We glory in tribulations also. Rom. 5:3

A sacrifice means giving up something you would rather keep for yourself. When someone praises you for something you have done or said or are, the desire is to keep that praise for yourself. The sacrifice is to credit God. It needn't sound 'sappy' -- "thanks, God's been working hard on me" is fine. It acknowledged the praise and redirects it without making the person who offered it to you feel stupid or put down.

In bad, or hard situations, the desire is to moan or gripe or complain -- or just fuss and worry. Giving that up and thanking God for His control and the fact that He allowed it, and is working ALL things for your good as a believer is a sacrifice of praise. It needn't be a Pollyanna attitude, but at the least it should be, "Thank you that you know what you are doing, Lord. Now, please walk me through this, because this is a tough one..."

We each have our comfort zones. But our lives have unexpected sharp turns that shove us out of those zones. Praising God for working in our lives to mature us in Him during those times is a sacrifice of praise, too.
