Without a doubt, it's Lucy van Pelt. (Even though I voted for Daffy Duck.)

She's shameless.
She hates being licked in the face by dogs (Snoopy).
She flirts with Schroeder knowing full well he doesn't like her.
She can pull the old football trick on Charlie Brown with her hands tied behind her back.
Standing in the outfield bores her to tears and she doesn't even make an attempt to catch the fly ball heading her way.
And she's quite willing to tell everyone else how to get their act together......for a nickel.
