People can use that in any way.
For example, free-will theologians could easily accuse deterministic theologies to diminish God in salvation (God having merely a human will, therefore He decrees salvation).
Obviously deterministic theologians can use the charge against free-will theologians (we see this all the time among Calvinistic theorists who ignorantly view free-will theology as making salvation dependent on man's decision).
Since both deterministic theology and free-will theology deny that salvation rests in man's decision the quote is an empty claim (a strawman statement apparently from somebody that never bothered to understand the opposing view).
