My take away from this video is:
Dating back to the days of the tsar, the region was politically part of Ukraine.
It has always been a border region, with a large Russian speaking population.
The Russian speakers were concentrated in the urban area while the Ukrainians were largely rural.
The area was depopulated during the period from 1921 until after the Great Patriotic War (WW2).
After the War, a large number of ethnic Russians (were) moved into the are to provide labor for the area's industries.
