Who puts the stars under 'rating'?

What are the criteria?

We do. You can "rate" the thread by clicking by the little star on the top right hand side of the thread. most people don't do it, but sometimes they get rated. I see someone has given all the unrated threads only one star.

My conclusion is, most of these discussions are horrible or someone is just being "funny".

I thought I remembered this from the last time we saw stars on here...

Great sections of the board seem to have stars and a great number of the O.Post seem to have just ONE star...It seems to me that we all need to raise the level ourselves by taking the privledge of casting our vote oon the O.P.s...
