I think it was Phil. Yeah. Phil Jablonski. He lived around the block from John. He said, "Hey John, go baptize with water, will ya?"

Seriously, if it's not God and/or the Holy Spirit I can't imagine who else.

it says right in the verse...

he that sent me to baptize with water, the SAME said unto me... the SAME is he which baptizeth with the holy ghost.
