    I'm sorry, but I don't understand what you are saying. The only thing I can think of is that you might have inadvertently missed out the little word "of" between "presence" and "matter".

    Yes. Presence of matter is required in order to be able to make measurements of space or energy or time. The presence of matter is
    needed to have space, energy or time.
