Romans 10:28 questions

Romans 10:28 says: All day long I held out my hands to this disobedient and stubborn people!”

Three questions:
When God is holding out his hands to these people (Israel), what does he mean by this stance?

What was the response of these people to God's stance?

Reminds me of Jesus' statement in Matt 23:37:

"Jerusalem, Jerusalem, who kills the prophets and stones those who are sent to her! How often I wanted to gather your children together, the way a hen gathers her chicks under her wings, and you were unwilling.

What was the response of these people to God's stance?

God spent a day holding out his hands.

No, God was patient with Israel even though He knew they were stubborn. He was longsuffering with them. This reminds of how he gave Jezebel time to repent, but she would not, as stated in Revelation.

God's people just went on being stiff-necked and stubborn.

Throughout scripture such statements are made. A good cross reference to this verse will show many more scriptures where God is faithful to propose and men are adamant to refuse. I feel these scriptures say more about the depravity of man that they do the proposal of God. Many will use the verse where God sets before the people the proposal "I set before you life and death, blessings and curses, chose this day who you will serve. And without fail death and cursing was and is the ultimate choice. The Old Testament forever proposes that if people would turn from their ways and seek God they would be restored...... and many times they did for a period but ultimately went back to their rebellion. There is desire for blessings, for ease of life, but of no real desire to acknowledge the sovereignty, holiness, or worthiness of God. Even in the New Testament, in the story of the great supper and many that were bade, they all with one consent made excuse. Natural man does not receive the things of God, they are foolishness. So, what most take as an offer of God for man to choose, I see as God simply affirming what God already ordained, that man's mind was already set against God, that man's fate was already sealed. Those great men of renown in the old testament, those lauded in Hebrews for their faith were in special relationship with God of and by his grace and mercy, and by faith imparted to them by the workings of the Spirit of God. Even Noah was proclaimed to have found grace with God prior to his calling. And the fact that he was perfect in all his generations was made after that grace (imputed righteousness) was imparted to him. We are truly at God's mercy, those who have found refuge in his grace.

Sorry, but that is really not an answer. What does God's stance (holding out His hands) symbolize?
