Is he talking about just that someone wears shorts at some point in time, or wearing shorts to church?
My wife wears shorts, but she would never wear them to church.
So let me get this straight. According to you, women aren't allowed to wear shorts to church, but men are? I'm still trying to figure out where this is in scripture, let alone what it has to do with the OP.Church, and 'in public.'
