Does that refer to our state in heaven?

To the resurrection of the Body to come?

O another way to explain our physical bodies WIll be raised up by God, and their natures are spiritual in sense no longer govern by physical laws, affected by Sin?

It's the difference between being earthly vs. spiritual/heavenly.
It does not specifically address the material composition of that body but whose image it bears.

47 The first man is of the earth, earthy: the second man is the Lord from heaven.
48 As is the earthy, such are they also that are earthy: and as is the heavenly, such are they also that are heavenly.​
