or it does not matter either theological view on issue of Gifts ceasing or continuing?
no.....it is just what scripture teaches.
John MacArthur is a Dispy and a Cessationist.
Wayne Grudem is a Historic Premil and a Continuationist.
So it all "depends" on how one interpretes the scriptures, regardless of ones theological model?
Yes. And you should never interpret the scripture through your theological model.

More accurate to say that its what OUR interpretations of same scriptures are!
Is there any scripture that says God will stop giving spirtiual gifts to us? I've heard that there's no reason to think that he would keep giving them today but what people think and what the Bible says normally aren't the same thing.

7Or ministry, let us wait on our ministering: or he that teacheth, on teaching;
8Or he that exhorteth, on exhortation: he that giveth, let him do it with simplicity; he that ruleth, with diligence; he that sheweth mercy, with cheerfulness.

3How shall we escape, if we neglect so great salvation; which at the first began to be spoken by the Lord, and was confirmed unto us by them that heard him;
4God also bearing them witness, both with signs and wonders, and with divers miracles, and gifts of the Holy Ghost, according to his own will?
20And are built upon the foundation of the apostles and prophets, Jesus Christ himself being the chief corner stone
