Presbyterians vs. Delayed Baptism...Which is sin?

It is not ours to decide. Ours is to be faithful to what is given. Baptize only those making a confession of faith and do it at the time of the confession unless absolutely impossible.

Is it your view that any believer is authorized to baptize a new convert?

Or, is your view (as most Baptists have long held) that the assembly authorizes one(s) to administer the ordinance?

since most churches do designate who would be able to perform water baptism, wouldn't we have to wait until their proscribed time and parties actually perform it?

Yes. That is usually the case.

If FAL holds that any believer can baptize any believer, then that can be problematic.

There are many cases where belief was expressed and no record of baptism is found. Nicodemus, the woman with the issue, Mary the mother of the Lord, Lazarus, James the brother of Christ, ...

I don't believe that there is a record of all the Apostles being Baptized. Some of the Apostles were disciples of John and were likely Baptized by him but that is different!

if they were not, would that had disqualified them, as could not be sure if was even saved?

if one was saved by God, but no auth party present...

Could one delay until there was one auth to perform baptism available?

I believe Roman Catholics believe that a person can be baptized, sprinkled in their communion, by anyone. But then they believe in baptismal regeneration.
