And as best as I can see in the pic, his collar rank doesn't match his hat badge. IIRC, his hat badge denotes a Chief Petty Officer (E-7). His collar badges look to denote a Senior Chief Petty Officer (E-8). As for his cover, yeup, a senior enlisted would never wear it in that manner. Then there is the matter of sunglasses when wearing summer whites.

His collar emblems are not spaced evenly. You do not wear ribbons on one side and medals on the other. He wears his hat like John Wayne and his blouse is too tight. He is a civilian trying very poorly to portray that which he knows noting about.

As for the medals v ribbons question, yes they are on the proper sides. Though usually the ribbons are for foreign and other awards that have no medals. But, the man is so slovenly; I would hazard he's got them all messed up. The wardrobe department didn't do its proper job.
