Premillennialists assert that Christ is not in control of events on earth.

Is He a refugee then, in Heaven, until He comes back with an army to claim His real estate?

Colossians 1:13

To open their eyes, and to turn them from darkness to light, and from the power of Satan unto God, that they may receive forgiveness of sins, and inheritance among them which are sanctified by faith that is in me.

While Christ is in total Control, we see, because of His permissive will, two opposing Kingdoms, if I might use that term. Both spiritual with Physical qualities and attributes. Both invisible yet manifesting themselves in a very observable way.

To deny this, one will struggle in their walk with Christ.

So, is the Earth under a Theocracy?
