“And I say unto you, Whosoever shall put away his wife, except it be for fornication, and shall marry another, committeth adultery: and whoso marrieth her which is put away doth commit adultery.” (Matthew 19:9) (KJV 1900)

On the surface it appears Jesus approves of remarriage if we divorce our spouse on grounds of adultery. But how can this be? The innocent wife, divorced from an adulterous husband, commits adultery when she remarries. And the man she marries also commits adultery.

here's the break-down.

Husband 1 commits adultery by marrying wife 2 who also commits adultery.

except clause does not apply because:

divorced innocent wife 1 also commits commits adultery along with husband 2 when they marry.

Back in the day they killed adulterers so the except clause would pertain to this allowing remarriage of the innocent.
You are saying things here beyond and in addition to what Jesus stated Himself!

So the blood of jesus cannot cleanse that sin away, the death of jesus can do zilch to have God forgive and restore them, right?
“For if we sin wilfully after that we have received the knowledge of the truth, there remaineth no more sacrifice for sins,” (Hebrews 10:26)

if they are allowed to divorce but not to remarry because that would be adultery since they are still married. so in what sense are they divorced?

Author is referring to Jews who knew jesus died on the Cross as messiah, but rejecting him to go back to Temple sacrifice, nothing to do with this issue!

Don't we all to some degree" willingly live in sin?"
If you do you might be lost.
“Whosoever is born of God doth not commit sin; for his seed remaineth in him: and he cannot sin, because he is born of God. In this the children of God are manifest, and the children of the devil: whosoever doeth not righteousness is not of God, neither he that loveth not his brother.” (1 John 3:9–10)

So ytou have reached sinless perfection state, always do the will of God?

If you willfully sin, there's a good chance Christ did not die for you and you are deceived.
