Any of them could. It depends on what they are standing on.
D for sure.
C and A are the same situation. If they are grounded, they will feel it.
B can still if his step stool is conductive.
But no need for anyone to panic. These are all drawings and none of them will feel anything.
Actually it's A, C, & D for sure, assuming that the stool isn't conductive and no one is wearing non-conductive shoes. D is more apt to be fatal, the current passing through or near the heart.
