I believe you are indeed distorting the Romans 13 passage. when we go after and kill those who in the name of their god and their religion aka "the Religion of Peace" (aka ISIS) who slaughter men , women, pregnant women, children and babies then they have thrown off God's grace and will be shown is wrath.
