The issue is does no one ever, at any time, seek God, as do the people of Matthew 23:13? The biblical answer is some people some of the time do seek God.
Deuternonomy 4
29 But if you shall seek the LORD your God from there, you shall find Him, if you seek Him with all your heart and with all your soul.
Jeremiah 29
13 And you shall seek Me and find Me, when you search for Me with all your heart.
Deternonomy 13
3 you shall not listen to the words of that prophet or that dreamer of dreams. For the LORD your God is testing you to know whether you love the LORD your God with all your heart and with all your soul.
Deuteronomy 30
6 And the LORD your God will circumcise your heart and the heart of your seed, to love the LORD your God with all your heart and with all your soul, so that you may live.
They had not even been regenerated yet when the above things were said to them.
Jesus said,
John 6
44 No one can come to Me unless the Father who has sent Me draw him, and I will raise him up at the last day.
So I believe that the Holy Spirit calls all those who Christ died for,and they are:
16 For God so loved the world that He gave His only-begotten Son, that
whoever believes in Him should not perish but have everlasting life.
17 For God did not send His Son into the world to condemn the world, but so that the world might be saved through Him.

John 6
36 But I said to you that you also have seen Me and do not believe.
37 All that the Father gives Me
shall come to Me, and the one who comes to Me I will in no way cast out.
38 For I came down from Heaven, not to do My own will but the will of Him who sent Me.
39 And this is the will of the Father who sent Me, that of all which He has given Me I should lose nothing but should raise it up again at the last day.
40 And this is the will of Him who sent Me, that
everyone who sees the Son and
believes on Him should have everlasting life. And I will raise him up at the last day.
Because
John 3
18 He who believes on Him is not condemned, but he
who does not believe is condemned already, because he has not believed in the name of the only-begotten Son of God.
19 And this is the condemnation, that the Light has come into the world, and men
loved darkness rather than the Light, because their deeds were evil.
I don't believe the scriptures teach us that only some were predestined unto salvation, because:
1 Corinthians 15
21 For since
death is through man, the resurrection of the dead also is through a Man.
22 For as
in Adam all die, even so in Christ all will be made alive.
I believe the scriptures teach us that Adam (mankind) was predestined for salvation in Christ, but only those who
hear, believe, repent and submit are found in the ark. So walking through the door of the Ark of our salvation
into the Ark of our salvation = responding to the witness of the Holy Spirit with
hearing, believing, repenting and submitting. But many humans
choose not to, because they "
loved darkness rather than the Light, because their deeds were evil."
