I can't speak for the rest of Europe as gun laws vary from country to country but here the answer is "with far greater difficulty than the US"

Lies ( seems to be the mot de jour) damned lies and statistics...the death rate per 100,000 for guns in the US is 4, in the UK 0.1 at the moment (includes gun suicides) . We can carry on with this stat duel if you want but I feel much safer here thank you!

So, because you can't eliminate or limit Risk 1, Risk 2 or Risk 3, let's not bother trying with Risk 4, which we can limit, because some people might get upset about their 'human rights' to have a gun being no longer placed over the rights of others to life itself.
