I think another solution would be to tax heavily gas guzzling autos not used for business purposes (some businesses need larger vehicles). The taxes would discourage people from buying gas-guzzlers, and the auto companies would have more incentive to produce more fuel efficient autos.

There is no justification for taking anything other than essential materials for survival (food, water, hygiene products, etc.). For police to be engaged in such behavior is completely indefensible.
