As far as I now people cannot read pm's unless they are a part of the conversation. I know as a moderator I cannot see other people's pm's (and I do not want to).
I assume Administrators cannot either. Ask @Squire Robertsson or @Salty .

Jon is correct - the only PM's I can see is:
1) I initiate the PM
2) if I am added as part of the PM
