They can't. That jail is not up to current codes and because it has not been in continuous use is not grandfathered.

It's been a long time since I had to deal with it. We ran into it when we added onto our jail. Fire codes, space, safety codes, bars are not allowed on cells, etc. @Carpo could probably tell us all about it.
