IMO it's time for high speed rail.

That's because California was spending more of the project money on corruption than on the project. And people complain about the high speed rail project in California.
No entrepreneur or financier considers passenger railroads a good investment. It was a 19th century subsidized investment before automobiles and airplanes. Actually, the wealthy use private airplanes, not public airliners.
Evidently you did not advise this group of investors:

So you think that you yourself will invest in that project in Florida or do you want the federal taxpayers to do it? Notice that they want local tax exemptions but shouldn't they have to pay property taxes? Government is not a god.
I would consider it. Reasonable tax exemptions are fine. Here in NY, (and possibly in Fla) we have PILOT - Payments in Leiu of Taxes. What it amounts to is a much lower tax payment. Starting a business -can be very expensive - and once the company gets going - they pay full property tax, full income tax, and the employees pay taxes - and usually other business wil spring up to supprt the large business - which is more taxable income.
So in one post you complain that no one will finance a privately own train company - then when presented - you still complain.....
I still prefer the train ---
Oh a 39 dollar fare for the plane - but how much does it cost to take your luggage with you.
and how much for a meal at the airport......
My wife is flying on Friday Afternoon - I will ask her to check some food prices and let me know - both in Fla and the Salt city.
Well, today there are at least 22 flights out of Syracuse
and yes, parking is expensive at the Syr airport
Never been to Syracuse but one second cousin went to university there.
