Historically reconciliation comes first. You cannot legislate morality upon people who are dead in their trespasses and sins. All that happens is you get people who resent your control and work hard to destroy you since they think you are trying to destroy them. What happens is what we now see...a polarization with no hope of reconciliation.

The statement "you cannot legislate morality" only means law cannot change hearts, which is true, but is not what the law is for. The law is to indicate what is disallowed and will be punishable. This has always been "legislatable" with God leading the way. The law is for lawbreakers. Thank God there are those doing prison ministry, for this is where a lot of people find themselves when finally open to the Gospel.
