that probably depends on who controls redistricting, and who hates or likes who.

Maybe not, but somebody would have to go if they lose population.
and they will try to make it UpState as most are R's
The law requires that each congressional district be equal +/ - 2%
So what the Assembly will do is make all the NY City districts + 2%
which will make the Upstate districts -2%
Which makes the bottom line that NY City has more representation is is more Dem with
the Upstate being more R. In previous years our Senate was R - so there was some
balancing, but now that both houses are D- watch out.
(Note: I'm not positive if the +/- is exactly 2% but I know it is somewhere around that %
