Arizona likely to decertify their election

Highly unlikely. The Legislature has no power to decertify election results. It's also unclear whether the Senate has the power to enforce subpoenas on the election agency, and the Senate said it wouldn't seek enforcement if the election folks do an audit. More grandstanding, IMO.

Ought to make people angry that the democrats ran such a shameful guy and then made sure he won.
Whenever I see Biden, I remember how much of a deciever he is.
He had to drop out of his prior attempts to be POTUS for his many lies

Nothing he says can be trusted. He is just not a trustworthy guy.

But who has the authority to certify as legally valid, results obtained via a rigged election?

According to the law, priority goes the delegation authorized by the governor. And you're assuming it was rigged, anyway.

The premise of this is that for Arizona, if fraud was proven to have thrown the election to Biden, then the state must decertify the election.
And the republican Arizona governor will agree to decertify the results.
We will see what happens.

Did anyone watch the video?

I have and others on the subject, in my state, AZ, we have elected 2 sets of electors which is basically to get around the red tape in the case that fraud is established and the legislature chooses, as per their right alone, to use the back up electors. 7 other states have dome the same including about all the battleground states that are currently going through litigation. If even one of these states goes to the alternative due to fraud look for the domino effect to follow...
