Umm...that's the definition of concurrence.
Wayne Grudem says in regards to concurrence: God uses the willing actions of men to accomplish his purpose.

A botanist can detail factors such as sun, moisture, temperature, nutrients in the soil, etc. that cause grass to grow. Yet scripture clearly states that God causes the grass to grow (Psa. 104:14). Both are true. It really is that simple.
But the Bible does not say that God causes evil. I would think that simple enough to show that both good and evil being caused by God is not Truth and therefore does not support your argument over compatibilism of human volition.
God made evil...this is Bible.
