When Biden first ran for Senate in Delaware, he was just old enough to be elected because his birthday came before he was sworn in. He somehow came to the attention of Al Gore, Sr., who brought him to Washington, DC, and got him so political advice and some money from the Council for a Livable World, a lobby that funds mostly Democrats. They endorsed Biden for President this year. Biden is not much account.
