Jimmy Carter. He plunged the United States into a historic economic crisis (high inflation and sky-high interest rates), gutted the United States military, created a contrived energy crisis, and botched the Iran Hostage Crisis. The only good thing he did was pave the way for Ronald Reagan. Ronald Reagan and Margaret Thatcher had one of the most successful President-Prime Minister relationships in both their nation's history.
