I agree with the comments. Furthermore, Osama Bin Laden agreed with the President's comments.
In an interview that Bin Laden gave ABC news while Clinton was still in office they asked him about the USS Cole, and whether he feared military retaliation from the United States against his followers if he was blamed for the COLE. His response was that Americans had shown them that the US military are cowards who know how to run, but who have no passion for war, and that they are not to be feared because they have no passion for war.

If you're talking about the May 1998 ABC interview with John Miller (linkie), then you seem to be mistaken. If you mean a different interview, can you supply a reference?

He seems to be blaming Bush Sr. for stationing troops in Saudi Arabia during Desert Storm and for supporting the Faud regime.
