Yes we are condemned by our own volition according to Jesus. Jesus is concluding his discourse with Nicodemus when he said,

John 3:18. He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.

A born child is more likely to believe in Jesus than a adult human. Most people who believe in Jesus as adults, first came to believe while a child or in their youth.
