Can a state/commonwealth refuse a drivers license if the individual does not want their picture on it?​

Yes. As an "individual" (legal term), she voluntarily signed the corporation's contract for the "license" (legal term). Every corporate "right" (legal term) has a "duty" (legal term) attached to it, thus she will render unto Caesar as Caesar sees fit.

I actually don't think we should be required to have a driver's license.
One - no one is suggesting you have to have a drivers license
granted - it is not the responsibility of the federal govt
But the individual / commonwealth - does have the right to require a license for various reasons.

HOWEVER the point of this OP is does the S/C have the right to REQUIRE you to have a full face photo on said license.

Since I don't think they should require a license, by defacto I don't think they should require the image of any non felon to be submitted to the state.
