Puzzling post? The differences between the Old Covenant and the New Covenant seem non-germane. We are operating in the world, but not according to the world, thus not "of the world. We are operating under the New covenant in the fallen world of humanity. In this world, Romans 13:1-4 has application.The great Puritan writer John Owen, taught that there were multiple (17 to be exact) differences between the old covenant and the new, and in each the new covenant is better (c.f. Hebrews 8:6)..
One of these is that in the old covenant, the kingdom of God had the appearance of a kingdom of the world, having borders, armies and secular rulers. In the new covenant, God's kingdom is spread all through the world, and the weapons of its warfare are not carnal (2 Corinthians 10:3-4)
Secondly, Hebrews 11 presents part of the New Covenant, which points out characteristics of those chosen by God. To argue that these OT saints would be disqualified under the New Covenant is absurd. They are honored for risking their lives to fulfill God's purpose.
