I'm not seeing how they will be forced to marry them. Churches aren't forced to marry non members, and churches aren't forced to accept just anyone as a member.

If a church were to deny a couple a wedding or membership because they were black, what would happen?
Nothing. The government cannot compel individuals to provide religious rites.
