You realize that this is a meme thread. You can pray for them but I won't be joining you.
Once governments flipped their institutional purpose by God and started calling evil good and good evil, I no longer recognize their authority under your posted passage nor will I pray for reprobates. You however, can knock yourself out.
You bring up an interesting issue inadvertently though: If God is still raising kings and lowering them then why the need to pray for them? There is no command as such in the OT when He actually did raise and lower them.
How many times have the Kings of Israel have gone bad?
Read the exhortation from Paul to Timothy again as this is addressing EVEN unbelievers in power.
1 Timothy 2: I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men;
2 For kings, and for all that are in authority; that we may lead a quiet and peaceable life in all godliness and honesty.

God can still intervene and save those you meme and even redirect their steps to do good rather than evil.

Anyway, just consider how memes about all the evils in the world may be funny but in reality, it isn't funny but a serious matter for why believers need to pray.
Would you like people making fun of you when you sin and you did not know what you were doing? Loving our neighbors, AND even our enemies, is something I need the Lord's help to do and so do you to forgive them for they know not what they do as we suffer this grief in our nation and in our lives.

At last it’s revealed isn’t this what Hitler attempted todo with the Poles & all Slavs, Jews, Gypsies etc. And how about Stalin and the Ukrainians, the independent farmers… so now it has been unmasked, the hidden agenda of the oligarchs… to reduce the lives of the common human being in order to steal their land, the gold in their teeth, and eliminate their need of food, health care, shelter etc. So much the better if they had never been born.
