Do remember the Contract with Americia from way back during the 1994 Congressional Election?

These were the issues:

1. require all laws that apply to the rest of the country also apply to Congress;
2. select a major, independent auditing firm to conduct a comprehensive audit of Congress for waste, fraud or abuse;
3. cut the number of House committees, and cut committee staff by one-third;
4. limit the terms of all committee chairs;
5. ban the casting of proxy votes in committee;
6. require committee meetings to be open to the public;
7. require a three-fifths majority vote to pass a tax increase;
8. guarantee an honest accounting of the Federal Budget by implementing zero base-line budgeting.

What other issues would you like for congressional candidates to consider!

Ah, those were the days. Gingrich could have been President except for his private life. He checked Clinton. He may have been the last strong Republican speaker. For some reason the GOP has always been weak. It seems to me that the new GOP platform is the fiscal and foreign policy of Donald Trump and his achievements have overshadowed Congress.

2: constitutional amendments:

A: Life begins at conception: no abortion unless life of mother is at risk due to abnormal pregnancy.

B: Marriage is between man/woman: States can decide issue of “civil unions” but fed will not recognize such as marriage.

C: Balanced Budget/Taxes: Fed cannot assess more than 10% tax on income on individuals and 15% on corporations. Fed budget must be balanced each year. Baseline budgeting forbidden.

D: The Supreme Court shall have no more than 9 members permanently appointed to the position. Supreme Court Justices must be at least 60 years of age when they are nominated and must retire the year they turn 80 years old.

3: Election reform: ID requirements, paper ballots.

4: Women cannot be forced to share bathrooms, locker rooms etc with mentally ill men (tr:nsgender) and versa vice.

From the link in the OP: During the crafting of the Contract, proposals were limited to "60% issues", i.e. legislation that polling showed garnered 60% support of the American people, intending for the Contract to avoid promises on controversial and divisive matters like abortion and school prayer.[1][3] Reagan biographer Lou Cannon characterized the Contract as having taken more than half of its text from Ronald Reagan's 1985 State of the Union Address.[4]
So, even though I agree with all the points you made - we need to work on other things that actually have a chance of passing - so issues such as abortion and marriage would not - at the current time receive the "60% threshold.

Supreme court -at least age 50 - must retire at age 85. I agree with max of 9
Also - a Justice must be nominated ASAP - when a vacancy occurs. This business of waiting until a new POTUS takes over is for the birds.
(in fact, I would not have a problem with the Senate recommending 3-5 candidates and the POTUS choosing one, but he would be under no obligation to nominate any of them.)


One other thing I would like to change would be the House should be increased to 500 members. The COTUS initially stated that there should be 1 rep for 30,000 residents.
Currently the ratio is 1 rep per 800,000 residents.
1 I would like to recommend the House should be increased to 500 members.
(that would bring ratio to 1/660,000)
2. No State will have more than 12% of the total number of Representatives
3. Representation would be based on Citizens (not residents)
3. The Electoral College shall be awarded by Congressional Districts (with the Statewide winner receiving the "2 Senate Votes)

Citizenship by birth would be based on at least one parent being a lawful citizen or legal resident. Thus "anchor babies would not be citizens. -- a Birth certificate could be issued, but citizenship will be based on mothers citizenship.

Candidates for POTUS must present a lawful, State or Dept of State issued Birth Certificate.

Make the proposals on marriage and abortion and let the country decide. The problem with both of these issues is Supremes decided for us. Once the people get the chance to vote, the issue (which ever way it goes) is decided. Plus, I reject the idea that polls should tell us what is important.

Not sure about increasing members in congress. I’d rather have fewer people lying to me. It’s easier to keep track of.
