God commands that the Gospel be preached to all, because, when we indiscriminately cast forth the seed of the gospel, the Spirit germinates the seed of those He came to save (1 Thess 1:4, 5 John 6:63-65). People are not saved in a void but under the preaching of the Gospel and the Spirit brings forth life through the word of truth.
1 Corinthians 3:6-7 I planted the seed, Apollos watered it, but God made it grow. So neither he who plants nor he who waters is anything, but only God, who makes things grow.
Nothing will grow if nothing is planted or watered then right?
2 Corinthians 5:
16 So from now on we regard no one from a worldly point of view. Yes, all who don't repent and believe hold all the responsibility for that, and they will reject God willingly.
