That simply means that a white cop , when dealing with a black person, is going to be wrong, no matter what he does.

[Said in half-jest]When a white policeman deals with a black individual according to the new protocols, he needs to exercise restraint when said perp is engaging in what used to be considered crime. The officer needs to assume that the perp is innocent when robbing, raping and assaulting. Apprehension is to be conducted with great sensitivity to the alleged perpetrator.

When it comes to Latinos less restraint is called for. A measured response.

For dealing with Asian and White crimes, full-out freedom to be policemen is allowed with no PC restraint necessary.

It is important to rememeber these calibrations

Basically will make the cop say to himself....."would it be worth the headache to enforce the law?".
