When a group restricted, such a sheep, then it is restricted. The world that you are referring to means that the gospel would be for Gentiles, as well as Jews.

That isn't bad but I hope you realize that this is exactly the kind of mental gyrations Cheung is talking about when he comes out and says that indeed God causes sin. Now you are in the does God have two wills area of Edwards and Piper - but not Cheung. Pick one.
