A reasonable question is why did God create hell for the devil and his angels if his intention was to put men there?

God does not give us that answer.

Ezekiel 18:20, The soul that sinneth, it shall die. The son shall not bear the iniquity of the father, neither shall the father bear the iniquity of the son: the righteousness of the righteous shall be upon him, and the wickedness of the wicked shall be upon him.

Ezekiel 18:32, For I have no pleasure in the death of him that dieth, saith the Lord GOD: wherefore turn yourselves, and live ye.

here is no verse that says or suggests names start out in the Lamb's book of Life!!!

There are only verses suggested names are removed. And not being written in the book. There are no verses explaining how one's name becomes in the book of life.

1) Since some people did not have their names written into the book, other names were written in as some names were found in the book. Those whose names were not found were tossed into the Lake of Fire.

2) The time period in view, from or since the foundation of the world refers to day 5 of Creation, to the future end of the age. This is the time period when names are written into the Lamb's book of life.

Luke 11:50-51, That the blood of all the prophets, which was shed from the foundation of the world, may be required of this generation; From the blood of Abel unto the blood of Zacharias, which perished between the altar and the temple: verily I say unto you, It shall be required of this generation.

Hebrews 9:24-26, For Christ is not entered into the holy places made with hands, which are the figures of the true; but into heaven itself, now to appear in the presence of God for us: Nor yet that he should offer himself often, as the high priest entereth into the holy place every year with blood of others; For then must he often have suffered since the foundation of the world: but now once in the end of the world hath he appeared to put away sin by the sacrifice of himself.

In Hebrews 9:26 the "end of the ages" refers to the end of the prior dispensations, and the beginning of the age of grace. Thus both your citations agree that "from the foundation of the world" refers to the time period from creation to the end of age of grace, when Christ returns.

And for the umpteenth time, the book of life where names are blotted out is not the Lamb's book of life.

One is a ledger of those physically living, and to have the name blotted out refers to the person dying. To confuse this with the Lamb's book of life, listing those made eternally alive, is nonsense.

This is a subject that I have given a considerable amount of time studying over time but I will admit That I have not come to a definitive decision about every aspect of it because I think God has not given me the light yet. that I need for that. Therefore I will be very careful about making statements that I am not sure about. It is the reason I said I am in a learning mode on this one and the Spirit of God will bear witness to any truth that others present. I am sure about the great white throne judgement and that it is the judgement of the "dead," the final judgement." No one who has been redeemed by Christ will have their unrighteous deeds testify against them because in his eyes they have no unrighteous deeds. This judgement seems to be about the degree of guilt, the fact of guilt being determined by their presence there.

This book of life does not have names written into it of the righteous, or else it would say may not continue to be written with the righteous. Let us retranslate the name of this book to "the book of the living."
