Yes....if the reading is found in the above it is in the apparatus and may or may not be included in the text. Other manuscripts support the readings...they are not the source of the reading in the text per se.

So Rippon's question of 1739 is....
1739 is not used to qualify the text as much as it may be used to support an earlier reading.

How about a new translation using it has the primary Greek textual source then?

The biggest difference I have seen between the THGNT and the NA28, as far as readings go....

The THGNT went with the Byzantine reading for Luke 22:43-44, unlike the NA28

The are other times where the THGNT went with the Byzantine reading, but I can't recall specifics. The apparatus shows were that Byzantine reading has early manuscript support.

Example in Luke is the Byzatine reading is found in the orginal hand of 01, D, K, L, 1424 and others.

Going against p75 and Vaticanus

At times. It is still closer to the NA28 than it is to the Majority text or Byzantine text type, but it is closer to the Byzantine than the NA28.
