First, our nation was never supposed to be a democracy, regardless of how much politicians like Bush have tried to make us into one. Our founding fathers created a Constitutional Republic, and spoke very much against democracies.
Bush choose not to use his veto powers for the first six years he was in office, by doing so he put his signature to all of the spending bills that were passed. When CAFTA was up for a vote in Congress, Bush, Cheney and Rice all three went to Congress and held closed door meetings with all of the GOP candidates who were going to vote against CAFTA, they held these meetings till almost midnight. They were able to sway enough of these No votes to Yes votes, and then right after CAFTA passed they had a special bill pass that gave millions of dollars worth of funds to the districts whose Congressmen changed their votes for the Bush Administration.
As far as the move to create a North American Union, Bush DID have the three meetings with Mexico and Canada without Congressional approval, and he signed all three agreements without Congressional approval. In fact, there are now members of Congress and many state Legislatures who are working on Legislation at both the State and Federal level to block what Bush has done. This is one example of how "Bush usurps the system to do all of these things". If you would like to see some others, just take a look at all of the Executive Orders that he has signed while in office.
