They are not. You cannot separate the law into civil, ceremonial, or moral. If you keep one commandment as a rule of duty, you need to return to animal sacrifice and reject Christ.
Wrong, you will do not understanding the 3 aspects of the law of God!

They get placed in once we are saved, we are all born lost sinners, correct?
When do the children who have died not being of an age to choose to receive Christ have their names placed in the book of life (Mark 10:14; Revelation 20:15)? The promise for the one who overcomes not to have one's name ever being blotted out (Revelation 3:5; Revelation 21:7).

Yeah we do but I like Apostle Paul's answer the best... Brother Glen:)

Romans 7:14 For we know that the law is spiritual: but I am carnal, sold under sin.

7:15 For that which I do I allow not: for what I would, that do I not; but what I hate, that do I.

7:16 If then I do that which I would not, I consent unto the law that it is good.

7:17 Now then it is no more I that do it, but sin that dwelleth in me.

7:18 For I know that in me (that is, in my flesh,) dwelleth no good thing: for to will is present with me; but how to perform that which is good I find not.

7:19 For the good that I would I do not: but the evil which I would not, that I do.

7:20 Now if I do that I would not, it is no more I that do it, but sin that dwelleth in me.

7:21 I find then a law, that, when I would do good, evil is present with me.

7:22 For I delight in the law of God after the inward man:

7:23 But I see another law in my members, warring against the law of my mind, and bringing me into captivity to the law of sin which is in my members.

7:24 O wretched man that I am! who shall deliver me from the body of this death?

7:25 I thank God through Jesus Christ our Lord. So then with the mind I myself serve the law of God; but with the flesh the law of sin.
I stole a metaphor from my former Pastor, Richard Clarke because it is the best Word Picture, short of the Scripture Passage you drew from here.

As I recall it, it reads: In one or more states of the Roman Empire the Sentencing of a rapidly arrested, guilty, murderer was to have the carcass of the Victim strapped to the Murderer's Back. As it rotted, it killed the flesh and organs of thew body it was attached to and as this died, the Maggots ate the rotting Dead Body, as well as the Rotting Flesh and organs of the Murderer. Today, this Weak in Faith Generation would proclaim the Roman Justice uncalled for and would hatch Baby Kittens from Dominicker Rooster Laid Eggs!

However, this what was and today's refusal to submit to YHWH's Directions has bred an, ever, increasing Class of False Prophets that whisk their flocks as far away from the Jewish Bible, a.k.a. the Old Testament, from whence Yashuah ha'Mashia, (Jesus), Paul, Peter and the other Disciples taught Christianity from and then compiled the twenty-seven Teaching Commentaries known as the New Testament and more Illustratively named by some Basic Messianic Jewish Believers as the, I have come to feel, The Renewed Covenant.

This leaves so many, Self Proclaiming Saved People without the Complete Teaching of the Holy Word of God.

Babies are saved the same way all of Gods children are saved, by God alone!... Do scripture teach some other way?... Brother Glen:)

2 Timothy 1:8 Be not thou therefore ashamed of the testimony of our Lord, nor of me his prisoner: but be thou partaker of the afflictions of the gospel according to the power of God;

1:9 Who hath saved us, and called us with an holy calling, not according to our works, but according to his own purpose and grace, which was given us in Christ Jesus before the world began,

1:10 But is now made manifest by the appearing of our Saviour Jesus Christ, who hath abolished death, and hath brought life and immortality to light through the gospel:

1:11 Whereunto I am appointed a preacher, and an apostle, and a teacher of the Gentiles.

Paragraph 3. Elect infants dying in infancy are regenerated and saved by Christ through the Spirit; who works when, and where, and how He pleases; so also are all elect persons, who are incapable of being outwardly called by the ministry of the Word.

The Law has not been done away (Romans 3:31; 1 John 3:4). The Law is superseded by the New Covenant (Jeremiah 31:31-34; Hebrews 10:16-17; Romans 10:4; Galatians 2:21; Romans 6:14; Galatians 5:18; 1 Timothy 1:9-11; etc) for those who trust in God's Christ.
