The illustration is if you see a person who is cold and hungry and all you do is tell them be warmed and filled, you have done the same as saying you have faith but do not bother to back it up with works wroght in faith. The difference is that the IRS is being used to collect a fine - which you are charged without the benefit of a trial or hearing - not taxes.
