Why did so many adopt it instead of staying in Covenant Theology?

A better question: why did it take until AD 1517 before someone in the church made popular the statement that we are saved by grace through faith, not by being a baptised member of a particular church?
There were many that did they just were considered heritics and were in hiding. Much of the teaching of the Apostles and the early church leaders taught the truth. It was just not what the Orthodox church of the time believed. To be caught with that belief meant death, but they held on to it and then came a preist named Martin Luther.
Would you say that God aleways had even before the reformation those in the Church who were the faithful remnant in Christ, most were in Church?
